No.12 Bus to Baxenden from Spring Hill via Woodnook

I write further to your e-mail to Chris Anslow dated 24 June 2011 and apologise for the delay in replying.

With regard to your enquiry concerning Service 12, Spring Hill-Accrington-Baxenden, you will be aware that as a result of the recent local government finance settlement and existing budgetary pressures, the County Council identified the need to make savings of around a quarter of its direct annual expenditure. As part of this process, the County Council identified a number of subsidised bus services for withdrawal that did not meet the Authority's financial criteria.
Service 12 returned a revenue to cost ratio of 28.5 whilst the County Council's financial criteria states that subsidised services must cover at least 40% of the cost of operation through fare box revenue. The County Council provided an annual subsidy of £32,666 to operate the service and, with a subsidy figure of £1.68, it was simply not sustainable.

A reduced level of service was considered as an option but, given the poor performance of the current service, it was not felt that any major improvement could be made towards operating the service within the Council's financial criteria.

The decision to withdraw the service is regrettable but this has to be balanced against the need to make sure that subsidised services meet the Council's financial criteria, and that services are operated within the available budget.

I attach a leaflet that explains the operation of the County Council's Dial-a-Bus services from 1 July 2011 and your constituents may wish to consider contacting the Hyndburn scheme to enquire about using this for local journeys.

Dear Chris,

On a second note, I have a request to save the No.12 bus through Woodnook to Baxenden and that is that it be a route subsidised just on market days. Could you provide a brief on the possibilities of a limited subsidised service?
