I have received several representations from taxi owners and drivers about taxis, black cabs specifically licensed in one borough but legally plying trade as a private hire (not public hire) in another.
However enforcement officers have found that these black cabs are picking up public hire fares, people from the kerbside when as private hire here in Hyndburn they are only entitled to pre booked fares.
A number have been stopped by enforcement officers.
I have written to the Secretary of State Eric Pickles not on the matter of enforcement but on reviewing taxi regulations on this and other matters; the cost of keeping a cap for example which he responds to partially.
I welcome the governments review of taxi licensing and wait to see the details of the draft of the Bill due towards the end of this year.
